A hop-on hop-off bus pass is the most practical for a first visit — it lets you get off at anything that catches your eye and reboard later. Follow it with a walking tour in a specific area (Westminster, the South Bank) for the ground-level experience that buses can't provide.

Both serve different purposes. Bus tours are better for getting an overview of the whole city quickly, especially if you're short on time or mobility. Walking tours are better for specific neighbourhoods and for getting context from a real guide rather than pre-recorded audio. Ideally, do both.
